Settings ▸ Presets lets you save the quality, scale, and frame-rate controls you want. An edit to a built-in updates its app chip, Finder Quick Action, and command-line preset.
Settings ▸ Quick Actions lets you switch any of the eight Finder actions on or off, so the right-click menu contains only the formats you use.

Finder is the quickest route for a whole-file conversion with a saved preset.
The app adds trimming, recursive folder intake, live queue progress, editable presets, and destination controls.
Terminal makes the same presets available to scripts and repeat batches through the bundled neocodec command.
